Rob Moore
Principal
Rob Moore is the principal for Scioto Analysis. Rob has worked as an analyst in the public and nonprofit sectors and has analyzed diverse issue areas such as economic development, environment, education, and public health. His specialty is applied microeconomic analysis of public policies and tradeoffs between efficiency and equity outcomes in economic development and social safety net programs. He maintains memberships with the Association for Public Policy Analysis and Management, the Society for Benefit-Cost Analysis, and the Ohio Performance Evaluators’ Group, the latter of which he serves as a board member and policy chair. He also serves as Vice President for Gross National Happiness USA, a national grassroots organization promoting multidimensional measurement of well-being in society.
Before becoming an analyst, Rob was a community organizer in Omaha, Nebraska. He holds a Master of Public Policy from the University of California Berkeley’s Goldman School of Public Policy and a Bachelor of Arts in Philosophy from Denison University. In his free time, Rob enjoys travel, film, road biking, Dungeons & Dragons, and performing improvisational comedy.

Michael Hartnett
Policy Analyst
Michael Hartnett is a policy analyst for Scioto Analysis. He holds a Masters of Science in Statistics from the University of Minnesota Twin Cities and a Bachelors of Arts in Economics from Bates College. His focus is in using advanced statistical methods to better understand the effects of public policies and to promote evidence based decision making. He has previously done research on issues of gender equity and the criminal justice system. In his free time, Michael enjoys playing the guitar, winter sports, and cooking.

Emily Cantrell
Policy Analyst
Emily Cantrell is a policy analyst at Scioto Analysis and a PhD candidate in Sociology and Social Policy at Princeton University. She is passionate about research on public policy that addresses poverty and inequality, with a focus on leveraging data science and computational methods. Her dissertation investigates the capabilities and limitations of machine learning models that predict people's life outcomes, like "predictive risk models" in social services. Emily previously worked in policy and program evaluation with a focus on child and family policy at Child Trends, a D.C.-based research organization. She has also worked in public benefits and community resource navigation in Cleveland, Ohio, and as a committee assistant for the Health and Human Services Committee in the New Mexico House of Representatives. Emily received her BA from Denison University with a self-designed major in Human Development and Social Policy. She was born and raised in Columbus, Ohio.

Jacob Strang
Research Assistant
Jacob Strang is a research assistant at Scioto Analysis. He is pursuing a double major in Economics and Political Science at The Ohio State University with a minor in Computer Science, and he plans to graduate in Spring 2026. Jacob is interested in the intersection of economics, policymaking, and data, and he is passionate about using research and analysis to make data driven policy decisions. Jacob previously completed a policy analysis internship with Scioto Analysis, co-authoring a cost-benefit analysis about wildlife crossings, and he is currently interning with the Ohio Performance Team, working to make state government programs more cost-effective and efficient. In his free time, Jacob enjoys rock climbing, visiting national parks, and playing basketball with his friends.

Van Woodcock
Policy Analysis Intern
Van Woodcock is a policy analysis intern at Scioto Analysis. He is completing a double major in Economics and Political Science at the University of Washington, where he will graduate this month. Van is interested in how public policy can improve economic outcomes for people and communities, with experience in policy research, data analysis, and modeling. He previously interned in the office of Congresswoman Kim Schrier, where he supported constituent casework and analyzed the local impacts of federal legislation.
Van was born and raised in Washington State. In his free time, he enjoys playing basketball, walking his dogs around Woodinville, and swimming with friends in the Montlake Cut.
